1. In May, a certain amount was received on my voluntary pension account, the statement says that it was from KDIF. Can you explain?
In May of the current year, the Kazakhstan Deposit Insurance Fund (KDIF), in accordance with the Law of the Republic of Kazakhstan “On compulsary insurance of deposits placed in second-tier banks of the Republic of Kazakhstan”, transferred unclaimed amounts of insurance compensation to depositors of 8 forcibly liquidated banks and (or) banks - participants in the compulsary deposit insurance system deprived of a license to conduct all banking operations (Valut-Tranzit Bank JSC, Kazinvestbank JSC, Delta Bank JSC, Eximbank Kazakhstan JSC, Qazaq Banki JSC, Bank of Astana JSC, Tengri Bank JSC and AsiaCredit Bank (AsiaCredit Bank) JSC, which were credited by UAPF to existing or newly opened individual pension accounts to account for voluntary pension contributions (VPC).
Perhaps you were a depositor of one of the listed banks, in which case we note that the unclaimed amounts of insurance compensation credited to the individual pension account (IPA) for accounting for the VPC will be invested in the same manner as other pension assets.
Thank you for your feedback!
2. As a businessman and employer, I am faced with the fact that due to staff turnover, it is often necessary to update the entire list of employees when accruing and transferring pension contributions. How can this be avoided?
With the goal to facilitate and simplify the transfer of employee pension contributions to the employer, as well as in order to improve the provision of pension services, UAPF launched a new project "Legal Entity Cabinet" on its website in March of this year.
The new service is intended for employers who are tax agents responsible for transferring employee pension contributions. It allows you to generate, edit and print payment orders for the payment of compulsary, compulsary occupational and voluntary pension contributions.
It is very convenient that within the framework of the “Legal Entity Cabinet” you can see a list of employees for whom it is necessary to send contributions to UAPF, with the ability to edit (delete and add employees). In addition, the service allows you to view all data on previously generated payment orders in the contribution history.
Access to the service is provided to the first manager who has the right to sign or a person who has the right to sign financial documents only if there is an electronic digital signature for legal entities issued by the National Certification Center of the Republic of Kazakhstan, that is why all data is well protected!
We wish prosperity to your business!
3.I inherited 7 million tenge from the account of my deceased father. Can I deposit this money into my CPC account in UAPF and then use it in retirement along with the investment income accrued on it?
Compulsory pension contributions (CPC) are money that are subject to compulsary payment by agents (employers, individual entrepreneurs, private practitioners). The object of calculating CPC is the monthly income of an employee. Inherited pension savings are not employee income. As a result, you cannot deposit inherited money into your Individual Pension Account (IPA) to account for CPC.
However, you have the opportunity to deposit this amount to another IPA in the form of voluntary pension contributions (VPC), which can be paid by individuals in their favor and on their own initiative.
Thus, the amount of money you received as an inheritance can be deposited into UAPF only as a VPC.
You do not need to open VPC account, since this function is carried out on the basis of the initial contribution received by UAPF from an individual in your favor or in favor of a third person when transferring VPC. The contributor (recipient) is considered to have acceded to the pension agreement because of VPC contribution of the day of receipt of the first amount.
4. In connection with the events in Ukraine, as a citizen of this country, I came to the Republic of Kazakhstan and received a residence permit here. I'm looking for a job here. Where and how can I make pension contributions?
Kazakhstan pension legislation, or rather the Law of the Republic of Kazakhstan "On Pension Provision in the Republic of Kazakhstan" provides that foreigners and stateless persons permanently residing in the territory of Kazakhstan enjoy the right to pension provision on an equal basis with citizens of the country, unless otherwise provided by laws and international treaties.
Foreigners and stateless persons permanently residing in the territory of the Republic of Kazakhstan, in the presence of an identity document (for a foreigner - this is a residence permit (permit) of a foreigner in the Republic of Kazakhstan, for a stateless person – an identity of a stateless person), are entitled to a pension provision in the Republic of Kazakhstan.
Since the beginning of 2019, the opening of an individual pension account (IPA) in UAPF to account for compulsory pension contributions (CPC) paid in favor of each employee in the amount of 10% of income received is carried out automatically based on lists of individuals submitted by agents (employers) in UAPF when transferring CPC in the manner determined by the Government of the Republic of Kazakhstan, including persons who have received a residence permit here. The data of an individual is checked against the State database of individuals for the availability of a residence permit.
If an individual does not have an open IPA in UAPF for accounting for CPC, the latter is opened on the basis of the initial amount of CPC received from Non-commercial JSC State Corporation "Government for Citizens", transferred by the agent to the UAPF, to the details of the individual specified in the electronic payment order. In this regard, you do not need to submit any application for opening an IPA for accounting for OPC in the UAPF.
5. I would like to ask, will my savings continue to be invested after I reach retirement age and set monthly pension payments?
That is right, all the money received in your individual pesnion account, including CPC, COPC, VPC, as well as investment income accrued on them, penalties and other receipts, after you reach retirement age, are still part of pension assets and will be invested by the National Bank of the Republic of Kazakhstan in accordance with the Law of the Republic of Kazakhstan "On Pension Provision in the Republic of Kazakhstan".
More detailed information on the investment management of pension assets of UAPF and on the financial instruments in which they are invested can be viewed on the official website enpf.kz in the "Indicators / Investment Activity" section on a monthly basis.
