More than 400,000 young Kazakhstanis have accessed funds from the National Fund
15.10.2026
Between February 1, 2024, and October 1, 2026, 407,145 Kazakhstanis received payouts from their targeted savings (TS) under the National Fund for Children program, totaling over 88.86 million US dollars. Of this amount, 58.29 million US dollars was disbursed to 267,986 recipients for the purpose of improving housing conditions, while 30.57 million US dollars was provided to 139,159 recipients to cover education expenses.
From the beginning of 2026 through October 1, 211,748 Kazakhstanis received TS payouts totaling 57.59 million US dollars. Specifically, 145,981 recipients received over 38.86 million US dollars to improve their housing conditions, and 65,767 recipients received 18.73 million US dollars to pay for education.
The funds have been transferred to authorized operators for subsequent deposit into the applicants' bank accounts. It should be noted that a recipient of these targeted savings (TS) may use either the entire available amount or a portion of it. Any unused funds remain in a targeted savings account (TSA) for 10 years. Upon the expiration of this period, the remaining balance is transferred to the recipient's individual pension savings account, where it is recorded as voluntary pension contributions.
The most popular use of these funds for housing improvement purposes has been the replenishment of housing construction savings accounts to facilitate further accumulation: 144,160 recipients received a total of 38.26 million USD. Additionally, 221,380 USD was paid out to 920 young Kazakhstanis to serve as a down payment for a mortgage loan, while 128,340 USD was provided to 531 Kazakhstanis for the final settlement of property purchases made through civil-law transactions.
Within the framework of using the TS for education, the largest share of funds is directed toward paying for educational services provided by institutions located within the Republic of Kazakhstan—either in installments (for each academic period or academic year) or as a one-time, full-amount payment (covering the entire duration of study). Under this category, 61,553 citizens have received payments totaling 17.58 million US dollars.
Among other common uses of these funds is the replenishment of educational savings accounts under an educational savings agreement; a total of 810.23 thousand US dollars has been disbursed to 3,092 recipients for this purpose. Additionally, 266.29 thousand US dollars has been provided to 1,015 Kazakhstani citizens to cover educational services at foreign educational institutions—either in installments (for each academic period or academic year) or as a one-time, full-amount payment (covering the entire duration of study).
It should be noted that the accrual of targeted entitlements ceases in the event of the death of a participant, or if a court decision declaring them deceased enters into legal force. In such cases, the heirs of a deceased participant or recipient of these targeted entitlements may apply to the Unified Accumulative Pension Fund in accordance with the procedures established by the Government of the Republic of Kazakhstan.
As of October 1, 2026, payments totaling 77.23 thousand US dollars have been made to heirs, with 236 individuals receiving these funds.
Detailed information regarding the disbursement of TS — intended for improving housing conditions and/or paying for education — broken down by authorized operators and regions, can be found on the website enpf.kz.
It should be noted that for the year 2025, an allocation of 130.71 US dollars per child was made for children in Kazakhstan; for 2024, the amount was 129.38 US dollars per child; and for 2023, it was 100.52 US dollars per child.
Each year, funds from the National Fund are allocated to children under the age of 18 in the form of target requirements. According to the law, these funds remain part of the National Fund’s assets and continue to be invested. Through this ongoing investment, the value of each child's target requirements grows annually, bolstered by the investment income generated.
Consequently, the total cumulative value of all target requirements (including the investment income accrued each year) for a child participating in the program is as follows:
- three years: 370 dollars and 56 cents;
- two years: 263 dollars and 93 cents;
- one year: 130 dollars and 71 cents.
Parents or other legal representatives of a child under the age of 18 can check information regarding the child’s participation in the program using the child’s Individual Identification Number (IIN). This can be done via the website kids.enpf.kz, the personal account section on the eGov.kz e-government portal, the eGov Mobile app, or the mobile applications of certain commercial banks.
If information regarding the targeted allocations accrued for children for the 2025 reporting year does not appear, you should refresh your documents within the respective mobile applications as follows:
-
In the eGov Mobile app: "Digital Documents" — "Family" — "Refresh document list" — "Accruals from the National Fund";
- In the mobile applications of commercial banks (for example, in Kaspi.kz): "Public Services" — "All Documents" — "Refresh document list" — "Accruals from the National Fund."
The absence of information regarding the accrual of TS for children who have reached or will reach the age of 18 in the current year—within the personal account of their legal representative—is due to the fact that these entitlements have acquired the status of TS. Consequently, access to information about them is provided directly to the TS recipient (the individual who has reached or will reach the age of 18 in 2026). The individuals in question must personally obtain information regarding their TS through their personal accounts on UAPF website or the e-government portal. Upon reaching the age of 18, they should then contact an authorized operator to open a US dollar bank account and submit an online application to withdraw these funds for the purpose of improving housing conditions and/or paying for education.
Currently, the authorized operators are:
- Otbasy Bank JSC (for housing and education),
- Halyk Bank JSC (for education),
- Bank CenterCredit JSC (for education).
Statistics concerning minors participating in the Targeted Requirements program, adult recipients of these funds, and the utilization of such funds for housing and/or education can be found on the website enpf.kz.
