The 33rd meeting of the Public Council under the UAPF was held: the results for 2025 were presented

On April 3, 2026, the 33rd meeting of the Public Council (PC) of UAPF JSC was held. According to the event's agenda, K. Fazylova, Strategic Development Director, presented a report on the Fund's activities for 2025. The speaker focused on key legislative changes that impacted the Fund's activities during the reporting period:

amendments to the then-current Tax Code, which affected the interests of UAPF beneficiaries and contributors belonging to socially vulnerable categories and who used lump-sum pension benefit payments to improve housing conditions and/or pay for medical treatment (LSPBP);
- adoption of Government Resolution 521 on the rules for pension benefits;
- introduction of the new Tax Code of the Republic of Kazakhstan effective January 1, 2026; - amendments to legislative acts that improve the efficiency of pension asset management.
PC members were also briefed on key indicators for the reporting period, including the growth of pension savings, the structure of pension accounts by type of pension contribution, average compulsory pension contribution (CPC) savings by length of service, statistics on FPS coverage and pension benefits, pension asset management, and the development of pension services. According to the speaker, the number of pension accounts exceeded 18.2 million at the beginning of 2026. This increase by 2025 amounted to more than 1 million new accounts. Pension savings increased by 14% to 26 trillion tenge. Forty percent of this amount came from pension contributions, and 60% from investment income.
M. Akmayeva, the Fund's Public Relations Director, presented the results of the UAPF's outreach efforts. The speaker noted that the External Communications Program for 2022-2026, adopted in 2021, defined the key objectives, priorities, and mechanisms for implementing the communications policy to achieve the strategic goals of raising public awareness of pensions and strengthening trust in the pension system and the UAPF. According to statistics presented, approximately 50,000 publications mentioning the UAPF were published in the media in 2025, 86.3% of which were initiated by the Fund. The most popular topics discussed in the media included the National Fund for Children program, investment income, the adequacy of pension benefits, capital formation, and changes in tax legislation. Special attention was paid to the Fund's website, which was updated in 2025, including the launch of a portal for managing pension assets.
According to the meeting agenda, a report on the Public Council's work for 2025 was presented, and the organization's Chair and Deputy Chair were elected. By unanimous decision of the Public Council members, Yevgeny Seypulnik was re-elected as Chair of the Public Council, and Tatyana Batishcheva as Deputy Chair. It should be noted that Yevgeny Seypulnik previously chaired the Council from 2017 to 2020, during the formation of this consultative and advisory body within UAPF, and was re-elected in December 2024.
